When Does the Low Season Discount Apply?

The low season gorilla permit discount in Rwanda is available during the months of November through May — specifically the long rains (March–May) and short rains (November) periods. This discount is issued by Rwanda Development Board (RDB) and applies to all visitor categories: Foreign Non-Residents, EAC citizens, Rwandan citizens, and Foreign Residents.

The low season months at Volcanoes National Park correspond to Rwanda’s two rainy seasons. Trail conditions are muddier and the weather is less predictable than during the peak dry seasons (June–September and December–February). The gorilla encounters themselves are unaffected by season — the animals are present and habituated year-round. The Critical Condition — Combined Park Itinerary Required

To qualify for the discounted permit, visitors must be on a combined itinerary that includes at least one of Rwanda’s other national parks — and must provide proof.

RDB’s exact eligibility conditions for the low season discount:

  • The discount applies to combined trips to other National Parks in Rwanda — specifically Akagera National Park and/or Nyungwe National Park
  • The combined itinerary must be for a minimum of 3 days / 2 nights at Akagera, Nyungwe, or a combination of the two
  • Each person is eligible for one discounted gorilla permit for every additional 3 days / 2 nights stay at Akagera or Nyungwe — permitting multiple discount permits for extended combined itineraries

Required Proof Documents

To claim the low season discount, visitors or their tour operators must provide RDB with one of the following at the time of booking:

  • Proof of full payment for 2 nights accommodation / 3 days for experiences at Nyungwe or Akagera National Park, or a combination of both
  • Proof of full payment of permits at Akagera or Nyungwe
  • A confirmation email from the hosting accommodation facility confirming the Nyungwe or Akagera stay

Without one of these documents, the standard $1,500 rate applies even during the low season months. The discount is not automatic — it must be applied for and documented at the time of permit purchase.

What This Means for Itinerary Planning

The low season discount structure is, in effect, an incentive for visitors to explore Rwanda beyond Volcanoes National Park. The requirement to also visit Nyungwe or Akagera is RDB’s mechanism for distributing tourism revenue more broadly across Rwanda’s national park system.

For private groups, this creates a practical planning consideration: the discount is most accessible when the gorilla trekking is genuinely combined with time at one of the other parks — which is, in most cases, the better itinerary regardless of the discount. What the Low Season Discount Does NOT Apply To

The RDB guidelines are explicit about three products for which the low season discount is not available:

  • The Exclusive Mountain Gorilla Experience ($15,000 per group)
  • The Behind the Scene Package ($15,000, 3 consecutive days)
  • Filming and professional photography permits

These premium products are fixed-price year-round.

The MICE Conference Discount — A Separate Option

Rwanda offers a separate discount for conference delegates: a 15% reduction on the standard gorilla permit — $1,275 rather than $1,500 — for individuals or groups who are registered delegates of an international conference hosted in Rwanda, with a pre or post-MICE gorilla experience component. This requires proof of conference registration and is available year-round, not only during low season months. The MICE discount and the low season discount cannot be combined.
